[Recover Chat] Ban chat for players who got reported only

Maybe now that there are more new players, if all of them cry about chat se might even take it into consideration

We had suggested this before the ban took effect, and several times actually. But you see how it took 2 months and 40 pages to respond to us, and even then, it was as if we hadn't said anything.

I knew and SE replied one of my threads months ago
But still, have to ask for recover the third time
