Currently if you apply a Regen before the Rage of Halone debuff is applied or similar debuffs are applied, if you try to apply a new Regen over an old one while those debuffs are active, your Regen will fizzle as a spell that failed to be applied.
This is because SE in their great wisdom has decided to make it so a weaker Regen cannot override a better regen, which also means if you try to apply a new regen with only one second left in the old one, it will fail and you will have wasted mana and an important gcd.
SE please change this. It is important for White Mages to be able to have uninterrupted uptime on Regen especially during a pvp mode that requires you to be as efficient as possible with all of gcd's. One loss of a GCD can mean death an the loss of a game.
In your bid to simplify the game you have actually made it much harder to play against the those jobs this mechanic was meant for. Please allow a weaker Regen to override a stronger one.

Alternatively, you could take the TOTAL (sum of all ticks) relative (i.e. including modifiers by caster and on target) tick potency remaining and use the stronger of the two. Therein a weaker effect will not override an equal or near-equal duration stronger effect, but if the per-tick weaker effect's TOTAL is larger, it will replace.

Just popping in here to say that this is in fact an actual bug.
You cannot override a current regen with a new one if the previous is a stronger version.
This is a pretty big issue for WHM and needs to be changed.
