Can't access extreme modes from Wandering Minstrel in Kugane

1. Walk up to the Minstrel
2. Talk to him
3. He gives no quests, cry

I recently wanted to get into the extreme modes for the primal fights; I went to the Wandering Minstrel in Kugane to talk to him and he has no quests for me. I have done all the mainstory quests, am level 70, above level 320 item level, and he still has nothing for me. I'm assuming he has never had these quests for me because I always grab every blue quest marker in my path and not once have him with one in Kugane (I go there daily). I've been trying for weeks now to get this resolved and really need this problem fixed as I have a people wanting to do the fight with me.
