Questions about Moonfire Faire

Hello, I've recently gotten myself the Starter Edition for FFXIV on PS4.
I'm under the assumption I have to be Lv.30 to do Moonfire Faire events since I visited the area at Limsa Limosa.

But I do not believe this is the case, so far I can't find the 3 moonfire faire event npcs or they mentioned about "Northern Continent" since I'm using a Marauder at Lv. 21.

I really want to participate on the event but I wasn't able to find any information on this forum as to how to so, so I'm here to ask for help.

Could anyone give me some pointers to go or what I may need to do?

If you go to Limsa Lominsa and hit up The Aftcastle, the quest giver is there. Take the ferry from the Fisherman's Guild dock to Costa Del Sol (Lv. 30+ area). Note: no quest, no luck. Sorry.

normally these events are for level 15+ characters, I would be very surprised if they raised it to level 30, take a look at this link, you should find all information there.

Normally these events are 15+, but since Moonfire specifically sends you to Costa(while most of the other events are held closer to town) i think thats why its set a little higher. If i remember right, it was set at level 30 last year and the year before too. Luckily, the event lasts until some time on august 26, so theres plenty of time to get a few levels and still participate.
