Ctrl, Alt, and Shift not registering

Hiyo, been playing the game for about a month now, just now got to the point where I need to start making more hotkeys and shortcuts and fount that my Ctrl, Alt, and shift keys are not registering, for example I cant hit Ctrl+C to open up currency, and when assigning a hot hey if I were to hit Ctrl+C only C would register into the typing field. I've done a bunch of googling and have not been able to find any fixes that work for me, any ideas? Any help is appreciated, thanks everyone!

Do you have any overlays running that might intercept the modifier keys? Steam, GeForce Experience, Afterburner, Precision, Fraps, etc?
