Unable to pick up a certain quest. "Squadron and Commander (Twin Adder)

Unable to pick up the Squadron and Commander quest. Attempted to contact a GM in-game, was redirected to the forums. The requirements to receive the quest are to have completed the quest "Rising to the Challenge" which unlocks the Challenge log and to have reached the rank of Second Lieutenant with the respective grand company. I have unlocked the Challenge log, and I have reached Second lieutenant with the Twin Adder. Is there any way for this issue to be resolved?
