I Can't unlock Emanation (Extreme)

Date & Time: 26.07.2017
World name: Lich
Character name: Icez Magicstar
Class/Level: Summoner 70

Steps:
1. I have done all main quest as Stormblood line and I have done Emanation normal
2. I have done quest "The Lady of Bliss"
3. Problem is that I do not see quest for Emanation Extreme or any of Stormblood Extreme scenario quests.

I did contact support_eu and they give this answer:

Speak to the wandering minstrel in Kugane near the shopping area. Speak to him twice! First time is just an intro cutscene then you talk again about the primals (you have to talk again to unlock the second primal too) I also assume you've cleared the MSQ too.
