Folklore Fish Gathering Cap Too High?

Hey, can anyone tell me the required gathering cap for fishing certain folklore fish for Stormblood? Like, everything except the Sweatfish and Harutsuge (as I've caught those). I'm sitting at 1006 gathering (1063 with food) and there are still times when I lose a fish consistently. Considering that I'm 10 away from hitting the max gathering cap a fisher can have as of patch 4.05, I feel that there's something very wrong here. It's not even a matter of when the window for folklore fish are open (which I've been trying to figure out myself) but rather that I've never caught then because they always get away consistently. If you can help, that'd be great, or if SE sees this, please double check the gathering cap. Having to overmeld as much as I have is not only fairly unreasonable, but should almost never have any misses at this point, let alone as often as this.

So I somehow managed to meld in that last Gather's Guerdon 5 into my MH on fisher, so now my gathering stat is as high as it can go right now at 1016 (1073 with HQ Nomad's Meat Pie). Went to do a quick test to see if I could catch the folklore fish at Hell's Lid and I still have the same fish get away on me. So I'm now positive that there's an issue with the gathering cap when it comes to fishing now. I highly doubt that I'm wrong when I say that you should never get a miss when your gathering stat is at the max level that it can be for any of your gathering classes, since doing so requires melding all your gear to the max gathering cap. Gonna wait till the SE takes a look at the fishing and lowers the difficulty before trying again.

Mining and Botany have a gathering cap, regardless of your Gathering score. The cap is level based, and works out to being 95% +-1% for each level difference between you and the item being gathered, example : if you are attempting to gather a level 68 item at level 70 you have a 97% change of success cap. If your gathering is lower, then the percentage chance is lower, of course, but that is as high as your Gathering stat alone can get your chance of actually getting it. It would take the use of a skill that boosts the gathering chance to go up to 100%.

It has long been theorized, especially after HW came along and the chance of getting the Big Fish from ARR did not go up, that Fishing has the same type of gathering chance cap. What that cap is, and whether it is even level based, are unknown due to the utter lack of information provided by the game. Maybe some dataminers know - I certainly do not.

That lack of information associated with fishing is what makes this incredibly frustrating. Usually if a fish keeps getting away, it means that your gathering stat is too low. I've even seen a pop up mention this when I was leveling fisher up to 50. However, considering that my gathering stat is as high as it'll go right now, I should be able to capture every fish in the game. As for the gathering cap, it is true that it exists even for non-70 mats and that increasing your stats doesn't increase the chance of success. However, the highest I've seen so far of that would have to be the Molybneb (not if I spelled that right) ore, which is currently the highest level ore you can mine short of unspoiled/legendary nodes. And even then the chance of success is still 90%, so while you can technically miss, it's not that frequent. But with several SB folklore fish, you always miss no matter what it seems.

I've actually had a couple of misses with the Sweatfish (lvl 70 folklore, Azim Khaat), before, but that was only 2 times out of 18, so while you can miss, it doesn't happen every time compared to other fish who I've never seen despite possibly biting my line at least 10+ times. Probably the easiest spot to test this theory is the Hell's Lid in the Ruby Sea. The highest fish that you can catch there is a Blockhead (lvl 69) with a blue bobbit (lvl 70 yellow script bait) and while you can miss it if your gathering is below 1000, it's snagging animation is very obvious, so you'll know what it anyway. In comparison, the folklore fish has a fairly average snagging animation. Why I know this is because it's the one I keep missing and you shouldn't miss any other fish that has that since everything else is lvl 63 and below.

The fact that I also can't catch certain fish even though I utilize an fc buff and meals - and have all hq lev 70 gear is a total mystery! The best however is the fact that once you mooch a hq and receive the same on the next catch over and over again leads me to believe there is a problem! I also think the new mooch system is just awful. Your locked into that time limit and hope you can use Mooch l instead of getting ll and catch something better.
