Impossible Quest step in the Main Story Quest "Noble Indiscretions"

When submitting a bug report, please use the below template and thoroughly fill out the necessary information.

After accepting the Heavensward Main Story Quest "Noble Indiscretions" from the NPC "Gibrillont" and following the quest steps, i cam to a point where quest wants me to "Report to Gibrillont".
But standing in front of the NPC and talking to him, i can't complete the quest / do what the quest wants from me.

Contacted GM support but they were unable to help.
