Novice and returners still cant be kicked from novice network

Date & Time: always
Frequency: always
World name: all worlds
Steps:
1. Kick the Novice or Returner from the novice network
2. Get the error message "Unable to kick. That user has already left the novice network"
3. Repeat infinity times because all it takes for a novice or returner to get back in is to re-log.

This issue does not allow a mentor to remove an abusive Novice or Returner from the novice network. Sargatanas alone has multiple anisive returners and novices who are able to rejoin the novice network right after being "kicked" and continue causing trouble. This means endless spam, spoilers, and harassment. Ontop of that, if an rmt is accidentally added to NN, they're unkickable.

This needs to be fixed so all the new players can enjoy how nn is supposed to be.
