Steps:

Get White magic/Black magic to a state where they are not balanced (Blue or White crystal colour)
Use melee attacks with enchanted state.

Melee attacks are charged at only half cost for as long as the discrepancy remains above 30 before paying the cost of the ability. When One gauge begins near 100 and the other begins between 52 and 54, it is possible to complete an entire melee combo.
