My suggestion is to allow to queue it via the Duty Finder, sometimes its hard to click on the NPC to queue for it because the multitude of players that stand on top of it, and i'm sure your players with the lower end computers would like to be able to do palace from other locations so they dont need to to try and load 30+ people in one instance.
I get where you're coming from, and I do agree that it would be a good idea. It would also allow cross-server PotD queues (unless that's already a thing?).
However, as a temporary fix to those two problems you named:
If you're on PC, you can hold the X key to get rid of player name plates and make player models unclickable. This makes it easy to access NPCs and interactive objects (e.g. - summoning bell). There should be a console equivalent, but I'm not sure what they are.
If you have issues with loading the number of characters in an area, turn down your clipping distance. There's also an option to load fewer character models, if I'm not mistaken. This causes character models only to load when they are closer to your character.
