DX11 FPS Limit Not Obeyed While Minimized

Date & Time: Any
Frequency: Always

Steps:
1. Start the DX11 version of FFXIV.
2. Select any frame rate limit, for example, 60 FPS.
3. Do not select any other limits such as background limit or AFK limit.

At this point, the game properly runs at the selected e.g. 60FPS limit.
It also runs at the proper limit when it doesn't have focus.

4. Minimize the game.

At this point, the game will run at an uncapped FPS as fast as possible while minimized.

This bug does not exist in the DX9 version of the game.
