Duty lockout when I never once hit withdraw

So... I'm running a PF for weekly Omega loots V1 through V4. It's taken us 13 runs and #14 should be the last with only 2 more players needing loot. I never once hit withdraw over all 13 runs, but on #14 I somehow have a 30 minute lockout. How does this happen???

There were a few cases where I got error message "one person does not meet requirements". And a couple time other players hit withdraw to upgrade gear. Those were the only hitches in the 13 runs.

Those other players withdrawing n your party count towards your own number of withdraws. (yes it sucks)
Happened plenty of times with my PTs.

As party leader, you are responsible for making sure your party is ready before you queue.

Oh, thanks. Still seems strange to me they would have coded it that way :(
