unable to join duty in progress

My FC mate's healer left the duty in Gubal Library normal mode yesterday and I kept trying to join in progress but it kept putting me in new instances, another FC mate had dps leave their Shiva HM duty today and I also tried to join in progress but couldn't, in both cases no one joined their instance

I have Join in progress checked and all languages checked in duty finder menu
