Unstable server connection guarranteed at certain times

Hello! Having problems getting into game and if I get in, I lag so bad it renders the game unplayable.

Country: Puerto Rico
Platform: PS4
Time it occurs: from around 8:30PM to past 11:00PM EST. I log out before I see it get better.
Server: Brynhildir
What happens: try to log into game. Login area (username and password entry) take a bit to load and somewhat unresponsive. Only happens at mentioned times. Once in, long load time, error 2002 or 10015? happen. If i get in, horrible lag starts and makes game unplayable. This did not happen before, it started to happen with the whole 4.01 and 4.01 hotfix connection troubles.

Is this a problem on my end? Servers acting up again? Remnants of the recent connection fiasco to those who are outside NA landmass?
