Cannot complete MSQ "The Will To Live"

Class/Level: SAM 64
Party or solo: Solo (MSQ)
Area and coordinates: Othard, Yanxia 30:30
Steps:
1. Clicked Imperial Soldier to get uniform
2. Uniform did not show up in inventory
3. Clicked "Bottomless Burlap Sack", could not retrieve and items from sacks, only given text saying the sacks contain uniforms :/
4. Cannot complete quest with uniforms so I'm stuck at this step.

Same exact issue for me. How do we resolve this? Any workarounds or solutions?
