Unable to get promoted in Grand Company

So I am unable to get promoted to Second Serpent Lieutenant due to a glitch in the game. This is the message I'm getting whenever I try to apply for a promotion.

I have looked at my hunting log and I have already completed rank 2. So why can't I get promoted?
