Im just looking at picking up a job skip thing, i bought one in order to throw my dragoon to level 60, if i bought one for summoner could i use it on the same character? and bring my dragoon to level 60 summoner? Or is that not possible?

Your level 60 potion for your dragoon is all you can do. On any character. On any realm. For your current account.
Later on, perhaps, they'll allow other job potions, but for now the one you have is the one you can use, and no other.

Yes, you can only level Dragoon if you bought the Dragoon book.
I will inform you however that Summoner and Scholar still share levels through the arcanist class, so using a Tales of Adventure on Summoner or Scholar, will also level up the other job to 60. You will however still have to do the 10 odd job quests for the class you did not buy the Tales for. This isn't generally bad as the quest lines are generally entertaining and can be done at the locations you will see in the MSQ on your way.
Scholar and Summoner are both having an identity crisis currently though, as both jobs have lost a large number of their DoT abilities. They still work very well in their respective roles, but they do use a different play style from what past players are familiar with and a couple of UI problems associated with the bahamut summon.
Actually, you can get Red Mage and Samurai, which start at level 50, and Machinist/Dark Knight/Astrologer, which start at level 30.
If you did not finish the level 60 storyline, you will need to get the Heavensward Story potion (which has both ARR level 50 and HW level 60 main story covered) as well, if you want to start working through Stormblood content.
