Aethernet not unlocking completely

Upon completing the aethernet in Gridania I was prompted with the usual text about the gates and airship being unlocked and accessible through the aethernet. However, when I went to use the aethernet, I was given no options of the gates or airship. I checked all of the aethernet locations multiple times to make sure I hadn't missed one.
