Probably a New Year event given that 2012 is the Year of the Dragon.

so the quest is not available yet? ...cause the whole event is gonna be over in a couple of weeks.

Last year the New Year's event began the same day that the starlight celebration ended, I'd wager it will be the same this time around.

The New Year event. Not the current Christmas event. It'll start shortly after the current one ends.
