Finding the people responsible isn't that easy. Attacks like this use what are called botnets, large batteries of computers with internet access; these can be large numbers of cheap mobile devices, or they can be devices unknowingly infected with a suitable trojan. The effect is the same in both cases, that the botnet operator can instruct the devices to try establish a huge amount of outgoing connections towards a specified target, overwhelming it. The thing is that a typical botnet operation will involve thousands of computers, often at very geographically diverse locations, and the operator might not even be in the same place.
So tracking down the botnet's physical location and nature, and then finding evidence tying that back to the operator who built it, is incredibly difficult.
