Steps:
1. 1 person goes to Omega camp 1 outside of Omega camp
2. Try to /tell the person in the camp: It will say that person is in a restricted area.
3. Try to /tell the person outside of the camp from inside the camp: Tell will be sent.

This makes /tell's from inside the camp 1-way only and is very awkward and you cannot reply from outside the camp.
