For my sub, I'm paying for the ability to have more than one character...then why, oh why do the character creation restrictions apply to me when I already have a character on this server? Why would I make a character on a different server, away from my friends and guildmates? The restrictions shouldn't apply to servers where you already have a character...you can only log in to one at a time anyway, this has no bearing on queue times.
Even though you can only log onto one at a time, character data takes up space on a server. With over-congested servers, if they removed these restrictions and allowed everyone already on to make 7 more characters, it would cause an even larger congestion problem. It sucks because we do pay for this, but restrictions have to be in place to prevent servers from breaking.
Then they need to look at and fix how they store character data because this isn't a problem with any other mmo in existance.
