Cannot "Lock-On" with Right and Left Triggers held

When using my Official Xbox One Controller connected via USB or Wireless, ever since the expansion, Stormblood, I cannot use the "Lock-On" feature while holding the L or R Trigger.

Before Stormblood, I was able to do both at the same time.
