"In Thal's name" - A system error occurred during event movement - Missing NPC now

Class/Level: Paladin lvl 63 quest "In Thal's Name"
Party or solo: solo duty
In-game time: 12:34am
Area and coordinates: Ul'dah - Steps of Thal X:9.5 Y:12.4
Steps:
1. Enter tournment duty for In Thal's name
2. Defeat handeloup in the final fight
3. "A system error error occurred during event movement"
4. Kicked out of the duty.
5. Quest still states the objective "Speak with the tournement registrar" but the tournament registrar is not appearing.
6. Can't enter the duty or progress in quest

You have to zone out/zone in to get a cutscene, then you can go at Ul'dah - Steps of Thal X:9.5 Y:12.4, the NPC is now here.
