Introduce World Bosses
Before I delve into this idea, no Hunt Bosses are not world bosses, nor will they ever be! With that said lets dive into this.
Yes Odin can sometimes appear and roam in the Shrouds, but this is seldom at best so what I suggest is the following;
With the ability to use Diamond, Ruby, Emerald weapons in the franchise they could easily introduce complete world bosses into the game.
This world bosses would be on a timer for spawning, it would take the effort of more than 40 people to take them down and to avoid Low Level players being obliterated they could put this into an instanced area were by you speak to a frantic NPC that is saying their city is under attack.
Emerald Weapon
HP: Unknown but enough to withstand 40 players bashing it hard, so work out the HP for around 72 players
Location: Ruby Sea
Win Condition: Kill Emerald before he take out an underwater settlement
Lose Condition: Emerald survives and destroys the settlement
Loot: 1 guaranteed piece of High End equipment for the Job you entered in
Diamond Weapon
HP: Unknown but enough to withstand 40 players bashing it hard, so work out the HP for around 72 players
Location: Coerthas Western Highlands
Win Condition: Kill Diamond before he take out Falcon's Nest
Lose Condition: Diamond survives and destroys Falcon's Nest
Loot: 1 guaranteed piece of High End equipment for the Job you entered in
Ruby Weapon
HP: Unknown but enough to withstand 40 players bashing it hard, so work out the HP for around 72 players
Location: Southern Thanalan
Win Condition: Kill Ruby before he take out settlement
Lose Condition: Ruby survives and destroys settlement
Loot: 1 guaranteed piece of High End equipment for the Job you entered in

World bosses that already exist are not world bosses. Because you say so.
Odin, and I assume any similar fate boss, are world bosses, but they're also not because of frequency. Because you say so.
Instanced bosses, that can only be done at certain times, are world bosses. Because you say so.
Do I have this all right?

I like the ideas for the bosses you suggest, but have to say I disagree with you dismissing our current world bosses as world bosses.

We have more than just Odin, you know?
Odin and Behemoth for ARR.
Coeurl-Queen, Darkscale and the Proto-Ultima-Fate for HW.
Fox Lady and Ixion for SB now.
All of those Fates, aswell as S-ranks suffer from two problems:
1) to many people in the zone - whole thing crashes, everyone starts lagging as hell - I have some old screens with 50+ people with DC-symbols above their heads during Odin. Even if you say "Oh, its meant for 40 people!" if its open world there will naturally be far, far more than that number - at least until the rewards become less intresting or everyone has them... and then we approach problem
2) Those bosses will be rushed in the first 2 months, done in the following year and after 2 years you wont be able to beat them anymore because there arent 40+ people around who still need to do them. Funfact: My miner is standing in the SouthShroud right now, Odin weather was up, I couldnt care less and I also counted only about 20 shouts for invites - judging from the shoust they've managed to kill him, but most likely only because during the last pop there werent more people around and the Fate scaled accordingly. We did the Proto-Ultima-Fate with about 15 people the other day too...
Case and point: We're having world bosses already and they've proven to have some issues... I have no desire to see any more of them, specially not if they can influence the world in any way. Brings back horrible memories of that A (or S?) rank in eastern thanlan, sitting on my mining nodes, ignoring my stealth stance and therefor making it impossible for me to actually gather my stuff...

It's very difficult to design a challenging open world boss well. there's a reason most difficult raid bosses are in instances.

I'd consider Ixion a world boss in this current expansion. Extremely high damage AoE, hits like a truck, needs -a lot- of people to take it down in the time period. Basically Odin ala ARR.
Honestly, I'm for more world bosses like Ixion, it's a fun server wide event, but I'd like to see them update the server capacity in a single zone instance first.

Yea sure its not like ixion already crashes instances lets have even more people required to kill something should work grand
