I just hit 70 for my Bard, but for some reason I cannot assign Refulgent Arrow to my hotbar from the Action & Traits menu window. I've been searching around to see there is a special requirement that needs to be done, or if I am missing something. I have yet to find anything.
Did you do the lvl 70 bard quest?
The game literally tells you now when you level up to do your job quests because it may contain gear and abilities....people really need to pay attention to what the game is telling you instead of ignoring it then being confused.
