The Ranger's Hat and Rainmaker's Hat (and dyed versions) are crafted by weaver, but the repair and melding has been changed to leatherworker. I recall being able to meld these items before the 1.20 update as a weaver. I do not see these items under [dev1267], the changes to repair requirements.

Just as a follow-up, we have gotten word back regarding your concern. It appears that this was a bug, and that has been fixed in patch 1.20a.
