unlocking hunts in Kugane

Is there something I have to do in Ishgard, in order to unlock the hunts in Kugane?

After getting the 2nd highest rank at the Maelstrom gc, I unlocked the hunts there, then went to the Forgotten Knight in Ishgard and unlocked the 1st and 2nd level hunts there. In Kugane, however, I can't seem to unlock them there.

Kugane hunt unlock quests opened automatically for me as I leveled. First one was at 60 or 61, then 63 or 64, and so on until 70.

Talk with Estrild in Shiokaze Hostelry, she unlocks them.

I did try that, but no quest icon was visible

You have to unlock rank 3 in Idyllshire before Kugane will open up.

1) One-star Veteran Clan Hunt (LVL 61) - Estrilid, Kugane ( 10.3, 10.2 )
2) Two-star Veteran Clan Hunt (LVL 63)- Estrilid, Kugane ( 10.3, 10.2 )
3) Three-star Veteran Clan Hunt (LVL 66) - Estrilid, Kugane ( 10.3, 10.2 )
4) Elite Veteran Clan Hunt (LVL 70) - Estrilid, Kugane ( 10.3, 10.2 )
