Stormblood Paintings Items Not Available

I've found something strange in idylshire, and i'm hoping someone on the forums can help me. I've completed 44/45 of the Stormblood sightseeing log, but the Joyous Painter still has no paintings from stormblood. different websights, and the lodestone state there ARE paintings, but i can't seem to buy any. am i just missing something here, or is this a bug?:confused:

*edit* Ok, after getting the last vista on Kugane Tower the paintings showed up. seems you need all 45 to get the paintings

Pretty sure you have to get the achievement completed (45/45) to access the new paintings.

Worst idea SE came up with for these vistas.
Jumping puzzles are stupid and have always been.
Lock Kugane paintings behind achievement is fine, but I want Steppe paintings and those jumping puzzles in Kugane are terrible.
