We need UI layers
Or, given that not all UI elements share layers anyways, we need the ability to reorder the stack in a way that works for the individual player.
I will use WAR as an example where this would be beneficial.
With the removal of Flash as a cross-class skill, WAR no longer has any use for the MP bar. Therefore, an enterprising player might decide that in order to reclaim this now-wasted screen real estate, they might drag the Beast Gauge on top of the MP bar.

This actually works quite well... until you notice that the axes are covering up where buffs show up.

Never mind that the axes are overly large and take up a lot of un-necessary space. And while I personally don't need anything other than being able to glance at my HP, or seeing Fell Cleave instead of Inner Beast, that's a problem for a different thread, and it won't matter when other things can go over the top of it, lowering how much space they have exclusive priority to. But if to this date, we still aren't allowed a mod API where, then the next thing we need to get is the ability to change what layer UI elements reside upon.
