If you want people to move off the congested worlds, you need to get free company transfers done 2 weeks ago. People who have massive investments in their free company are not going to abandon it.
And even then many people have built relationships with people outside of their free company. The social atmosphere on servers is king. No amount of free stuff is going to change that.
