Housing Ward Idea

My idea comes form a game called lord of the rings online first off

Basis of the idea:
Start the world with 6 wards per district and as they fill up add more wards automatically via an automated system that checks to see if all wards are full for a given district. then remove the eviction of abandoned houses as there will be no more need for it with the given system. if a ward clears out 100% then the system auto deletes that ward.

Example: When ward 1-6 is is 95% full or more automaticly add ward 7 when ward 7 is 95% full add ward 8 and so on constantly checking at any given point so say if shiragane is extremely popular and causes people to move away form say the goblet lets say 3 full wards move to from the goblet, then the system sees 3 wards have been cleared out 100% and deletes those wards and adds 3 full wards to shiragane.
