I was thinking through the issues with tanks wanting to use lower ilvl gear, and I'm starting to wonder if the determination and tenacity stats are **ACTUALLY** currently bugged, and not providing nearly the bonus they should be.
That would actually explain a lot, as IMO Tenacity should essentially be determination with more stuff - which would let tanks to put more emphasis on tenacity, skill speed, and/or crit instead of trying to stack more strength.
We don't know yet. I submitted a bug report yesterday, they haven't looked at it yet.

I'm not holding my breath given that Parry existed in a state as worthless as it was but I'm still going to try to be optimistic that Tenacity is not working as intended. I don't claim to be the most knowledgably player but I'm just not sure how we are supposed to keep up when the strength of DPS increases.
