Black loading screens when zone swapping or teleporting.

Currently when I go from the reach into the fringes the screen where it asks you to choose an instance is black. I have to use the cursor up/down key-binds in order to select the instance. The same thing happens when you get a hair cut, a black screen where the Yes/No option should be, and as soon as I hit any option the screen goes back to what it needs to be. during normal loading screens where it should show the zone name and a loading circle on the bottom right, the screen is also just black. Ive tried everything I can think of. Ive wiped the computer and did a fresh win 10, fresh ff14 download, updated driver, rolled back drivers to see if it had any affect, turned off dx11 and went to dx9. The loading screen isnt freezing and has a normal loading time, but if i have to pick any option on screen i never see it. Windowed mode is the only thing that fixes this, full screen and borderless have the black loading screens. I have no idea why windowed works and the other two don't.
Any help would be greatly appreciated
(trying to fix my GF's comp and she just prefers to play in fullscreen)
