[Stormblood Spoilers] Boat in the middle of the Ruby Sea

Could this possibly allude to a future quest of locating Gosetsu and Yotsu? Gosetsu arrived to Eorzea in a rowboat, so it wouldn't be out of the question to scrounge one up and it's perfectly sized for the pair. Given its middle of nowhere position and obviousness, it wouldn't be hard to initiate a search quest like what the broom in Matoya's cave gives.

Or does another sidequest NPC spawn here and I'm just hoping for too much.
