Is it possible to gain a title from her as a SAM/RDM? Because there doesn't seem to be any weapons for them. Given the amount of people who'd switched to these classes, this seems to be an obvious oversight.

No, they don't have Garo titles.
Not really, considering the event is mostly just sticking around for people to finish, it really wasn't made to expand to red mage or samurai and the event will be shutting down sometime within the next few patches.
