how do i get the new 310 gears?

so i finished the whole story quests + got to 70, i been trying to figure out how to get the 310 gears :( please help!

Verity tomestones (the new ones).

is there a quest that i need to unlock? because all the npc there i talked to none of them give me options for me to trade in those tomestone.. am i missing something?
