Brd should get Qwelling Strike back.

I know both Mana and TP regen are reducing hate by half but...this is precisely the problem.

This is a 180s CD and its primary fonction is to give TP/MP back, not reducing aggro.
So imo Ranged dps should get the new qwelling strike as well.

So yeah maybe I got bad or new tanks, but still, I'd like to have a aggro reducer skill.

Unless you are playing with the worst tank ever, you'll never get aggro from a mob.

I think you're seriously underestimating the power of a good BRD's burst. It is extremely easy to rip aggro with your burst in your opener, which is why so many of the older openers recommended you pop Quelling Strikes pre-pull to avoid this very issue. I rip aggro consistently from tanks in content, and what can I really do about it other than waste one of my MP/TP Refreshes, which should really have a much shorter cooldown given that they're the only source of party-wide resource support in-game.

My pseudo-opener for the time being is something like this:
Foe Requiem (pre-pull) > Straight Shot > Stormbite > Wanderer's Minuet > Caustic Bite > Raging Strikes > Empyreal Arrow (to proc a Pitch Perfect stack) > Heavy Shot until I get 2+ stacks for Pitch Perfect, and if Refulgent Arrow procs during Raging Strikes, Barrage + Refulgent Arrow, if not, Barrage + Empyreal Arrow.

Far from optimal, I'm sure, but it's what I usually go with for the time being until I can sit down and work out something better. However, if I get a 3 stack Pitch Perfect followed by a Barrage + Refulgent Arrow, about 50% of the time, that boss turns and comes straight after me. So I think the OP's request is a valid one, and I would like to have my Quelling Strikes back. We shouldn't have to fall back on our party support skills to reduce our own enmity. The only other way is to just stop attacking, and that's not optimal either.

My previous opener was something of a mixture between Krietor's Double EA opener and the Double IJ opener (though I eventually just reverted back to Double EA towards the end of HW because I didn't like clipping my DoTs that earlier in the Double IJ one). My largest burst was basically my fully buffed Sidewinder > Barrage + Empyreal Arrow at the very end of my opener (more than enough to allow the tank to establish hate), and even WITH Quelling, I would still be in the top 3 enmity-wise.

During trash pulls, I've ripped hate just from AOE spamming like I'm supposed to be doing when the tank pulled 7-8 mobs. That's probably an issue with them failing to rotate/maintain aggro on their trash packs, but Quelling would at least help prevent me from ripping so much hate occasionally. I really disagreed with SE's decision to remove it altogether (along with our other oGCDs, but I won't get into that here).

Use the one giving back TP for that.

People rarely burst their target enough in aoe to steal it from tanks and aoe moves burn more quickly TP.
In solo target no one really need more TP (and there is no risk they do if you use that skill early).
So in both case, you can feel free to use the TP regen move.

Keep the mana one when people lack of mana (even if they also don't really need it with Lucid dreaming, Mana shift and mana potions (yea people, use potions), it can be really useful for dead people coming back to life + the one who had to use the raise skill who will need more mana).

On top of that, it has been proven the best bard burst stealing aggro was just to show off as it wasn't the best way to use oGCD etc to get the best dps, but that several bards still like to very high burst the target to enjoy stealing aggro to tank (there are some topics about it) and feel like powerful (while they don't have a high enough dps by themselves now anyway (as a part of their dps come from the dps buffs to their allies to compensate, so they don't generate that much enmity by themselves, as it has been shown with all the dps data shown for now).

Now it has been said it's not worth enough to highly burst before the tank could even generate enough aggro, just don't high burst them if you don't want to use that TP regen move and if you want things to be ok. Attacking and delaying your burst of some second if you like your buff is not a lot. If you feel the need to use it at the very 1rst second, then it's your problem imo.
