Cannot Hire Retainer

Steps:
1. When trying to hire a retainer, it says I can't even though I finished the MSQ required to begin hiring retainers
----"According to our records, you may hire up to 0 retainers."
----"Currently, you have no retainers in your employ."
----"I am sorry, but you cannot hire any more retainers."

2. I did, however, use a story skip potion after finishing said MSQ without ever hiring a retainer for the first time

3. Releasing retainer (see below 1), ringing the retainer bell (see below 2), etc. changes nothing; it will simply continue to tell me I have 0 retainers and cannot hire any more

----"You have not yet hired a retainer."
