Can i use Final Fantasy XIV: Online Complete Edition on Stater edition?

i mean i already have Final Fantasy XIV: A Realm Reborn but can i use Complete Edition?(it included ARR that i already had)
so i can have Stormblood and Heavensward? :confused:
because i gonna redeem it on Enter Expansion Registration Code in mog station

Since you had ARR, you could've just bought the stormblood expansion, which actually includes HW and saved $20.
