During the second part of the MSQ, The Resonant, the target NPC, Lyse, does not appear at the coordinates exactly marked on the map. Objective reads, "Speak with Lyse at Loch Seld." Her location is clearly and precisely marked (yellow arrow quest hub marker), but no NPC exists anywhere in the area, let alone Lyse.

1. Complete part 1 of the Resonant (talk to Lyse by the Loch)
2. Part 2 is given, asking me to talk to her again at a precisely marked location (some 50 meters to the East). No other requirements for spawn or interaction are given.
3. Lyse does not appear at the marked coordinates.

- Type of internet connection/provider: Spectrum
Occurs both when connected by VPN or without. Have tried relogging, flushing DNS, etc. Unable to abandon and reset quest.

If I may ask a dumb question, were you searching above or below water? Reading the quest dialogue, they specifically mention you're going underwater to come up at the inside of a well and she is in a tunnel that's beneath the surface, so you could walk on the same spot and be on land as opposed to where she is, some distance beneath you.
