FC house reclamation

I'm curious about a specific scenario concerning FC housing reclamation. Basically it goes like this -

Person A originally purchases a plot as private.
Person A makes an FC and turns the plot into an FC plot.
Person A invites person B.
Person A decides to leave the FC and hands the FC over to person B.
Person B does not visit FC plot in 45 days (there are no other FC members).

Does person A or person B get the reclamation gil? Or does it work in some other way entirely?

Whoever is set to the leader at the time of reclamation gets the furniture and gil.
