Ruin and Broil Macro mix up

Steps:
1. When using the following Macro Command for Ruin II:
/micon Ruin II
/action "Ruin II"

2. And being in an instance that has lowered ones level lower then level 38, thus automatically changing Ruin II into Ruin
3. The Game Changes The spell to Broil and the Icon also changes to Broil rather then Ruin
4. The game does not de-level Ruin II down to Ruin when used inside a macro, it changes the ability all together to Broil
5. When attempting to use the following Macro:
/micon "Ruin"
/action "Ruin"
6. and Being above level 38, the game should automatically change Ruin into Ruin II within the Macro
7. It does not, rather it changes the ability into Broil, the Icon changes to Broil as well
8. The only way to cast Ruin II within a Macro is to:
/micon "Ruin II"
/action "Ruin II"
9. No other abilities behave this way that I have found.
