Fetters bug in Shisui of the Violent Tides

So I noticed a very interesting bug as my pug group was beating the first boss.

Apparently, if you kill the boss right as it's charging into a marked player and casting Fetters on them, the effect will remain and the player targetted will be locked in their place indefinitely. Fortunately, killing the player with mobs seemed to have helped (we did not try teleporting out of Fetters, however, as we were so focused on making him respawn through death), but I believe this is something that should be looked into.

My apologies for the rough picture, but this was the best I could get due to the mobs on top of him.
