Can't use shield Lob and changed abilities.

I am playing FFXIV A Realm Reborn with a lvl 15 gladiator and my covalesce ability has now moved to roles ( I still cant use it.) Also Shield lob is showing but I can't add it to my hotbar. Is this a known bug or is this a result of the new stormblood release? Hope someone can help, thanks.
