Only 1 Inner Quiet Stack activating upon use of Byregot's Brow

Frequency: Everytime I have multiple stacks of inner quiet and use byregot's Brow to finish my combo it only relinquishes a single stack value when I should get 7-9.

Equipment: ilvl 170; Ironworks HQ left and right side except rings which are Aetheryte Rings; Eikon Iron Needle (HQ) and Camphorwood Spinning Wheel (HQ)
Party or solo: Solo
In-game time: ET 3:00p.m. roughly
Area and coordinates: Limsa Lominsa Lower Decks - X: 6.7 Y: 12.1

Steps/Item Crafted: BloodHempen Yarn. I have noticed it happen on other crafts...
1. Inner Quiet
2. Steady Hand II
3. Waste not
4. Hasty touch *4 (precise touch if good condition)
5. Hasty touch or Precise touch (not buffs active but inner quiet)
6. Master's Mend (Durability at 40 at this time)
7. Steady Hand II
8. Waste Not
9. Hasty Touch *4 (no precise touches even if proc)
10. Steady Hand II + Greater Strides (if enough CP otherwise just Steady Hand II)
11. Byregot's Brow - This is where the issue occurs. I have Approx. 7-9 stacks and upon use I only get the buff of a single stack from inner quiet.

So the main issue I've encountered is that the Inner quiet stacks aren't activating for Byregot's Brow upon use which is incredibly frustrating especially when I've tried to make higher level gear and it hasn't relinquished the stack value which I would have gotten the buff for and a definite 100%
