kicked from server when initiating Rhalgr's Beacon instance

Steps:
1. talk to npc and proceed with quest
2. skip cutscene and the screen goes black, chat immediately pops up and there's a loading symbol in the bottom right corner
3. can hear sounds of npcs and players in the background
4.after about 20 seconds, get a connection error 90006
5. when attempting to log back in, I get a 90002 connection error after the game starts to load.
6. I have to wait about 15-20 minutes before I can log in to my character once again.
