After 36 hours of clicking into this it finally loaded for me. About 1 second into the instance I was disconnected. I can no longer log into the game (90002 error) on that toon, I had to make a new one and wait in a several hundred person q just to test.
This seems to be similar to what is occurring with Susano.
The fact that you have to click this long and its hit and miss is one thing but losing the ability to log into my toon without being able to get any answer as to why ... or any idea of when I might be able to play again ...

You can log in once that instance ends and kicks you out. It's not specific to that quest - all instanced duties have a chance of having this happen.
